LC564 Citizenship Community and Welfare

Assignment task

Write a 2500-word essay in which you critically discuss the relationship between conceptions of citizenship and systems and policies concerned with the social provision of welfare, as these have changed and evolved over time.

The discussion should focus on one of the following welfare domains:

  1. Social security & income maintenance
  2. Housing provision and subsidies
  3. Health services
  4. Education services

As the scope of each of these domains is very broad, you should focus your discussion on an aspect of welfare provision within your chosen domain that is of particular interest.

Though discussion may focus on various issues of relevance, the following provides a broad guide:

  • WELFARE SYSTEMS AND POLICIES may refer to evolving understandings of the problem(s) welfare provision in the chosen domain is intended to address (e.g. particular needs, risks or vulnerabilities), and how these affect particular groups; the mix of institutions involved in the provision of welfare services in this domain (e.g. state, market, families, voluntary sector organisations); forms of surveillance and sanction associated with this form of welfare provision, and who these affect.
  • CONCEPTIONS OF CITIZENSHIP may include changing conceptions of what citizenship entails; the principles or values associated with it (e.g. social solidarity, personal responsibility, resilience), and the obligations and rights characteristic of citizenship in a given period; forms of inclusion and exclusion, and ways that citizenship intersects with other conceptions of community membership based on nationality, ethnicity, or on judgments about who is ‘deserving’ or ‘undeserving’, for example.
